Abstract

Islamic legal education plays a significant role in shaping legal awareness, ethical values, and civic responsibility within contemporary legal systems in Muslim-majority countries. Its development has become increasingly relevant as these countries seek to harmonize Islamic legal principles with the demands of modern governance, justice, and social pluralism. This study aims to examine the role of Islamic legal education in supporting the development of modern rule of law across Muslim-majority countries through a comparative perspective. The study employs a qualitative approach using content analysis of academic literature, legal documents, and scholarly works related to Islamic legal education and legal system development. The findings indicate that the principles of maqasid al-shariah, particularly justice, public welfare, equality, and protection of rights, serve as fundamental values in strengthening legal institutions and fostering legal consciousness. Comparative analysis further reveals similarities in the normative objectives of Islamic legal education across Muslim-majority countries, despite differences in legal structures and implementation models. The implications of these findings highlight the importance of strengthening Islamic legal education as a means of promoting a just, inclusive, and adaptive legal culture in contemporary societies.
