Abstract

Legal awareness and compliance have become increasingly important following the mandatory implementation of halal certification for food and beverage products in Indonesia. Despite a clear regulatory framework, levels of legal awareness and compliance with halal certification requirements continue to vary among Muslim traders. This study aims to examine legal awareness and compliance with halal certification under Government Regulation No. 42 of 2024 and to identify factors influencing compliance behavior among Muslim traders. This study employs a qualitative empirical legal approach through in-depth interviews with ten micro and small food and beverage business actors selected purposively and one key informant from the government agency responsible for cooperatives and micro-enterprises. Data were analyzed using Soerjono Soekanto’s legal awareness indicators and Herbert C. Kelman’s legal compliance theory. The findings reveal that four participants had obtained halal certification, two were undergoing the certification process, and four had not yet applied. Compliance was shaped not only by legal awareness but also by external assistance, administrative readiness, perceived costs, time constraints, and documentation requirements. The findings imply that strengthening legal education, simplifying certification procedures, and expanding assistance programs are essential to improving halal certification compliance among Muslim traders.
